This toolkit is designed to support local efforts to pass legislation to restore the rule of law and raise rights above the federal floor. BORDC has developed two pieces of model legislation for consideration by municipal governments across the country:
Local Law Enforcement Limits
This legislation limits local law enforcement agencies' participation in domestic surveillance, intelligence collection, and immigration enforcement and restores Fourth Amendment protections violated by these practices.
Torture Accountability
This legislation provides an opportunity for municipalities to call for executive accountability for torture.
